Dynamic purchasing system for workwear and uniforms for Pontevedra Provincial Council staff

Summary

The procurement concerns workwear, protective clothing and personal protective equipment for staff of the Provincial Council of Pontevedra, as well as corporate uniforms. The dynamic purchasing system has two categories: workwear and personal protective equipment (including high-visibility, weather-resistant and specialist protective clothing, safety footwear, gloves, helmets and protective eyewear); and corporate uniforms (such as suits, trousers, skirts, shirts, jackets, coats, footwear and accessories). The items, quantities, technical specifications, delivery location and deadline for each order will be set out in a separate invitation. A company applies for admission to the relevant category and, once admitted, may be invited to bid for specific orders. The system runs initially for one year and may be extended up to three times, for one year each. Its estimated total value over the full period is €960,000 excluding VAT; the estimated volume for the initial year is €140,000 for workwear and personal protective equipment and €100,000 for uniforms. Each specific order is evaluated under the criteria set out in its invitation: price may carry 50–100 points, delivery time up to 50 points, and improvements or adaptation to the technical requirements up to 50 points. A 5% contract-performance guarantee is generally required for a specific contract worth more than €15,000. To join the system, a bidder must demonstrate legal and business capacity, annual turnover of at least €60,000 for the relevant category, and experience in similar supplies during the last three years: at least €30,000 in Category 1 or €15,000 in Category 2 in the year of highest performance, excluding VAT. Applications and bids are submitted electronically. The response period for each specific invitation is at least 10 calendar days.
