Social Intervention Services Addressing Homelessness in Barcelona
Summary
The procurement covers two social intervention services in Barcelona aimed at addressing homelessness and severe social exclusion in public spaces. Under Lot 1 (SASSEP), the provider will identify and support people experiencing homelessness in streets, public spaces, encampments and informal housing, build relationships with them, provide social and educational support, and connect them with assistance services; work also includes transport hubs, including the airport. Under Lot 2 (SDI), the provider will identify and provide specialist support to unaccompanied migrant children, adolescents and young people up to age 25 who are homeless or highly vulnerable, coordinating assistance with child-protection and youth services. Tenderers may bid for either or both lots. The maximum total budget is €8,154,439 including 10% VAT: €6,088,117.04 for Lot 1 and €2,066,321.96 for Lot 2. The initial term is 12 months from 1 January 2027 or a later contract-signing date, with extensions of up to 36 months. The award is based on the best price-quality ratio: price carries 20 points and technical quality criteria up to 49 points. Additional scoring is available for items including methodology guides and knowledge-transfer sessions, as well as lot-specific commitments. Bidders must demonstrate the required financial and technical capacity and provide the required staff qualifications and declarations. Bids must be submitted electronically, and the technical proposal for evaluation must be anonymous. The successful provider must comply with the contract’s employment, equal-treatment, data-protection, occupational-safety and other socially responsible performance conditions.
