Dynamic purchasing system for training service providers

Summary

This procurement establishes a dynamic purchasing system for 48 months to identify companies that will deliver training courses commissioned by the Employment Training Service of the Province of Badajoz. The courses are intended to develop or update participants’ vocational skills and employability and are divided into 19 professional categories, including agriculture, construction, commerce, IT, healthcare, social services, and transport and vehicle maintenance. The precise course content, duration and requirements will be specified in each procurement conducted under the system. The estimated total value of the system is EUR 6,902,280 excluding VAT; future contracts may receive up to 85% funding from the European Social Fund Plus through the FACER project. A company must apply for admission to the system in the category it wishes to serve. Applications may be submitted throughout the system’s term. Admitted companies in the relevant category will be invited to bid for each contract separately; participation in those tenders is voluntary. Applications must be submitted electronically with the European Single Procurement Document, evidence of the company’s legal capacity and representative’s authority, and evidence of financial and technical capacity. Applicants must show that their highest annual turnover in the last three completed financial years is at least 30% of the average annual value of the category applied for. They must also have delivered more than 100 training hours in total during the last three years in the relevant professional field. For each subsequent contract, the price and quality of the individual offer will be assessed; offers scoring less than half the available points for qualitative award criteria will be rejected.
