Procurement of 69 parking meters for the City of Singen
Summary
The City of Singen is procuring 69 new parking meters, including installation, commissioning and a web-based parking management system. The new units will replace the city’s existing machines and be installed on existing foundations; the contracting authority will arrange any foundation work. The system must transmit vehicle registration numbers in real time and integrate with WiNOWiG to support digital parking enforcement. The supply also includes at least 4G connectivity, payment terminals, multi-network SIM cards, system configuration and user training. Ongoing portal and SIM costs must be priced for 48 months, and the price must cover every component required to operate the system. The meters must be ready for commissioning by 1 March 2027, and their modules must remain available for at least 10 years. Price is the sole award criterion; the tender documents also provide for a 15% bonus in the evaluation of offers from workshops for people with disabilities. The offer must include, among other items, product data sheets, evidence of VdS P2 compliance, a spare-parts price list with delivery times, proof of registration for the service location, and proof of business liability insurance. The offer must be submitted encrypted through the procurement platform by 10:00 on 3 November 2026.
