Planning and relocation preparation services for consolidating the Federal Office for Information Security’s properties in Bonn

Summary

The tender covers planning, consultancy and relocation-preparation services for consolidating the German Federal Office for Information Security’s (BSI) properties in Bonn at a new site on Landgrabenweg 151. The work involves planning the move from seven existing sites, which accommodate approximately 2,112 workplaces, and preparing the new building for use, with capacity for up to 1,500 workplaces. The contractor will coordinate planning and space changes, prepare schedules and assessments of risks and dependencies, and evaluate whether existing office equipment and specialist technology should be reused or replaced. The contractor will also develop the move and logistics arrangements, a time-slot system for loading and transport, and handling plans for sensitive or specialist equipment; support preparation of the procurement for moving services; and oversee operations and quality during the move. The work also includes inventorying and coordinating the disposal or other recovery of assets at the former sites, supporting users, reporting and final documentation. Building demolition and structural removal are not included. Services will be ordered by work package, and the contracting authority is not obliged to order the full framework volume. The framework ceiling is EUR 910,976 excluding VAT, with travel costs reimbursed up to EUR 20,000 over the contract term. The framework starts on 1 January 2027 and ends when its ceiling is reached, or no later than 31 December 2030; the planned relocation preparation and management activities extend into 2030. Bidders must submit the required insurance declaration and take account of the insurance, German-speaking contact person, qualified staff and security-screening requirements. The contractor and its affiliated companies are barred from bidding in the subsequent procurement for moving services.
