Supply of cleaning products for Bielefeld’s property services in four lots

Summary

The City of Bielefeld is seeking a framework agreement for the supply of cleaning products and related cleaning equipment from 1 February 2027 to 31 January 2028. The procurement is divided into four lots: general cleaning products without specified brands; specified cleaning products and equipment; cleaning chemicals; and textile cleaning products. Bidders may submit an offer for one, several or all lots. Alternative products are not accepted for Lots 2–4. Estimated quantities are based on average consumption over the previous two years, and actual orders may be higher or lower; the city does not undertake to purchase the full estimated quantities. Deliveries must be made in two batches, in the first and second halves of 2027, directly to each ordering department, school, sports facility and kindergarten. Additional orders, if needed, must be supplied on the same terms. Prices remain fixed until 31 January 2028. Offers are assessed solely on price, which is the only award criterion. The deadline for submitting offers is 3 November 2026 at 10:00. Bidders must provide at least two references demonstrating the required experience, a company description, registration details or equivalent proof, and confirmation of the required liability insurance. Declarations concerning exclusion grounds and EU sanctions restrictions are also required. The offer and supporting documents must be submitted electronically in German.
