Development of a project pipeline for the CAFI Cameroon Partnership and related activities

Summary

This procurement is for preparing the next phase of the CAFI Cameroon Partnership by developing a pipeline of projects that supports forest protection, sustainable economic development and coordination across sectors in Cameroon. The work includes analysing and strengthening Cameroon’s national research and innovation system, harmonising geographic and land-use data, supporting the digital forest information system SIGIF2, and conducting 15 preliminary economic assessments, 15 pre-feasibility studies and 15 feasibility studies. The contractor must also support the preparation of 15 project documents and identify financing sources, develop innovative financing and incentive mechanisms, and help establish and pilot a municipal ecological performance financing mechanism. The assignment also includes activities such as a conference, training, an annual independent audit and reporting. Tenders must be submitted in English by 12:00 noon Berlin time on 3 November 2026. The technical bid accounts for 70% of the evaluation and the financial bid for 30%; the technical bid must score at least 500 points to qualify for financial evaluation. The technical concept may not exceed 30 pages. Bidders must submit separate technical and financial bids, the required eligibility declaration and attachments, and CVs for qualified experts. The anticipated contract period runs from award until 30 September 2028.
