Security and property protection framework agreement for refugee accommodation facilities
Summary
The City of Munich is procuring, from 2027, a five-lot framework agreement for guarding, house-rule enforcement and property protection at decentralised refugee accommodation facilities operated by the city’s social services department. Services will be provided on demand and include operational management, shift supervision and security staff on weekdays, at night, on Sundays and on public holidays. Prices must account for the 2026 Bavarian security-services wage terms and all necessary ancillary costs; price is the sole award criterion (100%). Bidders must hold the required business registrations and the security licence under section 34a, meet the turnover threshold for each lot bid for and maintain the specified liability insurance. Three relevant references for guarding refugee accommodation are required for each lot, each completed within the preceding three years. Operational managers need an appropriate security qualification and at least 3 years of management experience; shift supervisors must have the required specialist security knowledge. The offer must include the completed price schedule and declare planned subcontracting. The procurement is divided into five lots.
