Conclusion of framework agreements for IT hardware

Summary

Landkreis Hildesheim is establishing a four-lot framework agreement for the supply of IT hardware: (1) notebooks, (2) 24-inch monitors, (3) 34-inch curved monitors and (4) NUC-class mini PCs. Installation is not required. The hardware must be delivered directly to the contracting authority in Hildesheim, free of charge to the ground floor via the county hall’s delivery entrance. For each lot, the bidder must select products meeting the technical requirements and submit supporting evidence and product data sheets with its offer. The supplier is responsible for damage during transport until delivery. The warranty and service period for mobile devices is 24 or 36 months, depending on the lot. The contractor must handle warranty claims with the manufacturer and arrange device replacement or repair. Faults must be reportable through a central German-language hotline staffed by fluent German speakers. Service hours are Monday to Thursday, 08:00–16:00, and Friday, 08:00–12:00. The supplier must provide return packaging and shipping labels and describe the returns process. If a hard drive is replaced, it must be erased in accordance with data-protection requirements and a certificate of erasure sent to the contracting authority within 14 days; alternatively, the drive may remain with the user. If an offered product becomes unavailable during the contract, a replacement may be offered only if it is at least equivalent, retains the required functions and service conditions, and receives the contracting authority’s prior approval. The bidder must provide a company and organisational description, name a dedicated contact and state turnover for the three most recently completed financial years (2023, 2024 and 2025); no minimum turnover is specified. A credit or financial standing report no more than six months old, showing at least satisfactory creditworthiness in risk class III, is required, as is liability insurance covering at least EUR 1.5 million for personal injury, up to EUR 0.5 million per property-damage claim and no more than EUR 1 million per contract, and financial loss up to 10% of the contract’s total remuneration. Required declarations cover exclusion grounds, Russia-related sanctions, minimum-wage rules and data protection. The deadline for submitting offers is 12 October 2026 at 10:00.
