Summary
The contract seeks a consulting firm to coordinate short-term experts and provide technical assistance for trade facilitation and customs modernisation projects in Asia, Africa and Eastern Europe. Experts will support customs and border agencies and other partners with analysis of processes and IT solutions, redesign of customs and logistics procedures, technical oversight of system implementation, change management, training, and public-private dialogue. Work areas include customs system modernisation and digitisation, customs procedures, risk management, pre-arrival processing, and digitisation of import and export permits and certificates. Experts will work remotely and in project countries, with approximately half of the work expected to take place in-country. Around 20 assignments are anticipated, and the contract is expected to run for 18 months. Tenderers must submit a technical bid, a price bid, and an eligibility self-declaration with the required supporting evidence. The technical bid must be in English; the technical-methodological concept is limited to 10 pages, and each CV in the required EU format to 4 pages, in English or French. Demonstrable company experience and a team meeting specified qualification requirements are required. The technical bid accounts for 70% of the evaluation and the financial bid for 30%; negotiations will not be held. The submission deadline is 2 October 2026 at 12:00 noon Berlin time. The travel budget is EUR 200,000, the budget for offsetting air-travel emissions is EUR 4,480, and the flexible remuneration budget is EUR 100,000. Travel must be approved in advance, and air-travel emissions must be offset with supporting evidence.
