Staffing an Ambulance and Providing an Ambulance Location in Lüttringhausen
Summary
The City of Remscheid is procuring the staffing of one city-provided ambulance for public emergency rescue services and the provision of an ambulance location in the Lüttringhausen area. The contractor must provide staff for an average of 168 hours per week around the clock, seven days a week, to carry out emergency rescue and patient transport. If a staff member is unexpectedly unavailable, the ambulance must be staffed again within 30 minutes. The contractor must also make a compliant location available from the start of service and throughout the contract; before the permanent ambulance station is completed, the location must include a weather- and temperature-protected vehicle bay and a medicine refrigerator with a capacity of at least 30 litres. The contract runs from 1 March 2027 to 28 February 2029. The contracting authority may extend it one year at a time, up to a maximum total term of five years. Bidders must demonstrate the suitability of the operational manager, the required insurance cover and at least one comparable reference for public emergency rescue services from the previous three years. Staff must have the required rescue-service qualifications and medical fitness, German language skills at least at B2 level, a category C1 driving licence and at least one year of driving experience. Annual continuing training, equipment instruction and introductory training are also required. The location’s suitability and availability must be evidenced, and the bid must include the price sheet and the required service and location quality concepts. Bids must be submitted electronically through the North Rhine-Westphalia procurement marketplace by 29 October 2026 at 09:00. Alternative bids are not permitted. Price accounts for 50% of the evaluation; the remaining score assesses personnel, operational arrangements and location quality.
