Procurement of an HPLC or LC-MS system

Summary

The procurement covers the supply, installation and commissioning of an integrated UHPLC system with two independent chromatographic flow paths and its accessories. The system must support a maximum operating pressure of at least 1,000 bar and include a variable-wavelength UV/Vis detector, a refractive-index detector, a single-quadrupole mass spectrometer, a suitable nitrogen generator, data-processing software and a heating-and-cooling column oven. The price must include delivery and handover of the system ready for operation. The bidder must provide technical specifications and supporting evidence, together with the offer and required declarations and forms. Technical quality accounts for 70% of the evaluation and price for 30%; offers scoring fewer than 20 technical points are excluded from evaluation. Technical quality is assessed in nine areas, including detector and mass spectrometer performance, software, column temperature control, training, warranty, service and expandability. For qualification, the bidder must declare turnover from comparable services for the last three completed financial years, provide three references from the last three years if requested at the shortlist stage, and confirm that the workforce needed to perform the contract is available.
