Operation of the Bicycle Parking Information Centre
Summary
The contract is for operating and further developing the “Fahrradparken” bicycle parking information centre in Germany from 1 January 2028 to 31 December 2030. The centre will provide municipalities and other stakeholders with free information and advice on planning, funding, delivering and operating bicycle parking facilities. The work includes a free telephone hotline (Monday to Thursday, 9:00–16:00; Friday, 9:00–13:00), prompt handling of email enquiries, and maintenance and development of the radparken.info website. As a rule, email enquiries must receive a response or an appointment for advice within three working days. The contractor must also establish and run a social media channel, coordinating its launch with the contracting authority by 1 March 2028. A significant part of the work is advising municipalities on projects: at least 72 qualifying project-support cases must be delivered during the contract. In addition to initial information, funding guidance and examples of good practice, each qualifying case must include at least one further service, such as a workshop, an on-site visit, assistance with identifying suitable land, or a written assessment. At least three information and knowledge-sharing events must be held each year, and the contractor must attend at least three relevant professional events annually. The work also includes preparing practical guidance on temporary bicycle parking by October 2028; recommendations on wayfinding and access routes around railway stations by February 2029; developing a digital quick-check tool for site suitability and a knowledge repository; and organising a professional conference in 2030. Knowledge, guidance, tools and data gathered during the project must be structured and handed over in a way that supports long-term use and later migration to another platform. Two additional work packages—digital standards and interfaces, and geospatial tools—are optional at the contracting authority’s discretion. Bids are due by 3 November 2026. Bidders must submit the required concepts, company questionnaire, reference form, price schedule, and the declarations and evidence specified in the tender documents.
