Provision of physicians for Essen emergency service intensive care transport vehicles

Summary

Essen is procuring physician staffing for two intensive care transport vehicles (ITWs). The contract is divided into two lots: Lot 1 requires an on-site physician service around the clock, with one physician covering each 24-hour shift; Lot 2 requires an on-site physician service for 12 hours a day from Monday to Friday, normally 07:00–19:00, excluding public holidays. Under Lot 2, a shift may continue until 22:00 to complete an ongoing call, and additional work outside the usual hours or at weekends may be agreed. Physicians must be available at the designated Essen fire or rescue station, ready to respond and available for physician-to-physician consultations when needed. The contracting authority supplies the vehicle and non-physician crew. Bidders may tender for one or both lots. Normally, no bidder will receive more than one lot, but the same bidder may receive both if no other admissible bids are available for the lots. The service runs from contract award until 31 October 2030. Offers must be submitted electronically in German by 14:00 on 2 October 2026. The submission must include the completed bid form and price sheet, company information form, a lot-specific continuity plan and evidence of the proposed doctors’ qualifications. Evaluation considers price, continuity of service and the quality of the doctors; the detailed bidder guide assigns weights of 20%, 40% and 40%, respectively. Participation requires, among other things, quality management certified to DIN EN ISO 9001 or an equivalent standard, at least one relevant reference, and enough doctors who meet specified professional and medical fitness requirements.
