Conducting pedestrian mobility checks 2027–2028
Summary
The contract covers the preparation, delivery and follow-up of pedestrian mobility checks in 20 municipalities in Rhineland-Palatinate: ten municipalities will be selected in each of 2027 and 2028. The contract runs from award until the end of 2028. Work includes project management and organising the municipality selection process; local preparation and public information; organising and facilitating workshops and guided walks; documenting findings; developing action plans; and presenting results to municipal councils. For each municipality, the bidder must plan one introductory workshop, one closing workshop and two guided walks. Each walk should cover a 2–3 km route with no more than 8–10 stops and last approximately 1.5–2 hours. Each municipality must receive a report analysing the strengths and weaknesses of its pedestrian environment, setting out a prioritised and timed action plan, and recommending ways to promote walking locally. The contractor must also prepare summary reports for 2027 and 2028 and a fact sheet presenting the main findings of the programme. The bidder must provide references for comparable work from the last three financial years and demonstrate relevant expertise and experience, adequate staffing, fluent German-language skills across the project team, and the necessary technical equipment. The offer must include an overall concept, methodology, schedule, project-team qualifications and experience, and a detailed cost calculation showing VAT, personnel costs and time by work package, other costs and travel costs. Offers must be submitted electronically in German by 3 November 2026 at 10:00 and carry at least a simple electronic signature. The contract is not divided into lots and alternative offers are not permitted. The most economically advantageous offer will be assessed using service quality weighted at 70% and price weighted at 30%.
