Guarding and/or patrolling communal accommodation facilities for people with a refugee background in the Hanseatic City of Lübeck

Summary

The tender concerns guarding and/or patrolling communal accommodation facilities for people with a refugee background throughout the Hanseatic City of Lübeck. The services include unarmed guarding, patrols, enforcement of house and site rules, incident reporting and the use of a digital guard log. Patrols must last at least 15 minutes and the service must be adaptable to changing requirements at the sites. The current calculation basis is 141 patrols and 1,078 guarding hours per week. The maximum volume for one contract year is up to 9,532 patrols and 72,873 guarding hours. Guarding is mainly required at night between 17:00 and 07:00. The contract is planned to start on 1 January 2027, with an initial term of one year and up to three one-year extensions; the maximum term is four years. The tender must be submitted in German by 23 September 2026 at 09:00, exclusively through the designated electronic procurement platform. Price accounts for 50% of the evaluation and the organisational, staffing and quality-assurance concept accounts for 50%.
