Framework Agreements for Legal Advisory Services

Summary

The procurement seeks two framework agreements to provide legal advice to the administration of the State of Brandenburg. Bidders may apply for one or both lots: Lot 1 covers employment and collective labour law, including individual employment law for public-sector staff, the TV-L collective agreement and pay classification; Lot 2 covers civil-service law in Brandenburg. The services include ongoing legal advice to the human-resources function, handling disputes and court representation, and one workshop per year for each lot. The estimated annual demand is 15–20 advisory assignments under Lot 1 and 5–10 under Lot 2. The estimated total value is EUR 1.1 million excluding VAT: EUR 825,000 for Lot 1 and EUR 275,000 for Lot 2. These are estimates, and the contracting authority does not guarantee that the full amount will be ordered. Offers are evaluated using the ratio of weighted quality points to price. Bidders must provide the required offer documents and name a qualified lead lawyer and deputy, supported by the required references.
