Snow Spend Optimizer Licence Framework Agreement
Summary
The tender is for a framework agreement covering Flexera Snow Spend Optimizer licences. Individual orders will procure server, client and SaaS licences for single-tenant and multi-tenant environments and, as needed, software maintenance, implementation, customisation, operational support and training. The production and non-production environments will run in the contracting authority’s data centre; the non-production environment must be comparable in scale to the production environment, and any licences or usage rights it requires are included in the scope. The framework runs for 24 months, with two possible 12-month extensions, up to a maximum of 48 months. Estimated quantities include, among others, 55,000 single-tenant client licences, 7,000 single-tenant server licences, 55,000 single-tenant SaaS licences, 75,000 multi-tenant client licences, 9,500 multi-tenant server licences, 75,000 multi-tenant SaaS licences and 2,560 service hours. Existing single-tenant quantities are 5,000 server, 43,000 client and 43,000 SaaS licences; the tender documents treat these quantities as minimum order volumes, but there is no general purchase guarantee for estimated or maximum quantities. No minimum order volume is guaranteed for multi-tenant licences. Licence and maintenance costs are priced within the licence unit prices; services are paid for according to actual work ordered. Training is priced per training day, and the expected service delivery mix is at least 90% remote and no more than 10% on site. Bidders must submit the required priced offer and demonstrate relevant SNOW solution experience and qualified staff. They must also account for security, confidentiality, data protection and minimum-pay obligations, and provide a software bill of materials. The deadline for submitting an offer is 16 October 2026 at 11:00.
