Facility management services for the Gladbeck Verbund refugee accommodation facilities

Summary

The contract covers facility-management services at two locations of the Gladbeck Verbund refugee accommodation facility: Festplatz, with 155 places, and Vöinghof, with 150 places. The work includes on-site caretaking and minor repairs, checks of buildings and technical systems, waste management, winter gritting and snow clearance, and grounds maintenance. On-call cover is required during the heating season, from 1 October to 30 April; winter-service readiness must generally be provided every day from 06:00 to 22:00. The contractor must provide two on-site caretakers, one at each facility, on weekdays for at least 08:00–16:00, and 0.5 staff member per facility for grounds maintenance and winter service. The bidder must have average annual net turnover of at least EUR 300,000 over the last three financial years (2023–2025), at least 10 suitably qualified employees across at least two different trades, three compliant references and a valid ISO 9001 or equivalent quality-management certificate. Insurance, staff suitability and background checks, and the declarations and evidence listed in the tender documents are also required. Price is the sole award criterion, assessed on the gross price including VAT; variants are not permitted.
