Evaluation of the Cybersecurity Emergency Programme

Summary

The tender concerns the evaluation of the German Cybersecurity Emergency Programme for systemically important healthcare institutions. The contractor must develop and adapt IT security and digitalisation maturity models, provide and operate a secure digital survey platform, conduct three survey waves in 2027, 2028 and 2029, analyse the data scientifically, evaluate the implementation process and prepare reports, dashboards, recommendations and presentations. Each survey wave may cover up to 4,000 institutions. The expected project duration is 36 months, with completion by 31 December 2029. The estimated contract value is EUR 17,734,454 and the submission deadline is 1 October 2026.
