Supply of diesel fuel under a framework agreement

Summary

RSAG is procuring diesel fuel for vehicles used to collect municipal waste in the Rhein-Sieg district. It plans to establish framework agreements with up to 10 suppliers for four years, from 1 January 2027 to 31 December 2030. Estimated annual demand is about 1.3 million litres; the anticipated annual quantity is approximately 600,000 to 1,600,000 litres, with individual deliveries of up to about 30,000 litres. No minimum purchase quantity is guaranteed. The fuel must comply with DIN EN 590, including a sulphur-compound content of no more than 50 mg/kg and a cetane number of at least 51. It must be suitable for seasonal weather conditions and have the specified lubricating, cleaning, corrosion-protection and anti-foaming properties. Deliveries will be made to waste facilities in Troisdorf and Swisttal-Miel; each order will specify the quantity and delivery location. Delivery is due within one working day after an individual order is awarded and must take place Monday to Friday between 7:00 and 13:00. Drivers must speak German. Individual orders under the framework agreements will be awarded to the compliant offer with the lowest net price. Applicants must demonstrate that they delivered at least 200,000 litres of diesel in both 2024 and 2025, hold liability insurance for personal injury and property damage of at least EUR 1.5 million, and have at least one tanker with a capacity of at least 30,000 litres at the stated location. Applications must be submitted electronically in German by 2 November 2026 at 11:00.
