Supply of continuation publications, loose-leaf collections, yearbooks and core reference works

Summary

The City of Cologne is seeking a framework supplier of continuation publications and loose-leaf collections, yearbooks and core reference works. The sample catalogue includes print publications and associated online components in legal, administrative, medical, construction and other subject areas. Estimated annual demand is approximately 270 continuation publications or collections and 85 core works, with an estimated yearly value of about EUR 87,250 excluding VAT. These are estimates, not guaranteed order volumes; other publications in the same categories may also be ordered under the framework. The contract is expected to start on 1 January 2027, run initially for 24 months and be extendable twice by 12 months, up to a maximum of 48 months. The bidder must price and be able to supply all required publications. Continuation publications and yearbooks must be delivered no later than the next working day after they reach the supplier; core works must be delivered within five working days of an order. Deliveries will be made to approximately 590 City of Cologne departments and facilities, with each shipment correctly addressed and packaged. Orders and catalogue data will be managed through the city’s electronic purchasing platform. The supplier must provide and keep catalogue data up to date and enable electronic ordering on the agreed terms throughout the contract. The offer must use the prescribed pricing form and include the required declarations. Offers are evaluated by the number of service features provided: a free qualified advice hotline, on-site professional advice with sample materials, immediate collection of packaging on delivery, and return of damaged books. All four services carry equal weight; a draw will decide in the event of a tie.
