Development of a framework for disclosing beneficial ownership in Mauritania

Summary

GIZ is seeking consultancy services to assess and improve Mauritania’s legal, institutional, technical and operational framework for collecting, verifying, maintaining and publishing beneficial ownership information, particularly in the extractive sectors. The work covers 17 workstreams, including legal and institutional reviews, current practices, ownership definitions and thresholds, politically exposed persons, data and verification, risk-based oversight, registries, comparative analysis, and preparation of a draft decree and implementation tools. Deliverables include diagnostic reports, a draft decree, operational forms and procedures, a roadmap and presentation materials; the contract is planned to run from 15 December 2026 to 31 December 2027.
