Evaluation of the DiVerso Digital Care and Support Network in Treptow-Köpenick
Summary
The tender is for a scientific evaluation of DiVerso, the Treptow-Köpenick district’s digital care and support network. DiVerso brings together around 1,500 local health and social support services and helps professionals identify suitable services for people seeking assistance. The evaluation must examine the perceived and measurable effects on professionals’ work, including usefulness, workload reduction, confidence in decisions and counselling quality. Its findings will inform whether and how the system could be adopted in other Berlin districts. The work has two phases. The core phase runs from 15 October to 31 December 2026 and covers study design, refinement of evaluation questions and indicators, sampling and survey instruments, instrument testing, fieldwork preparation and presentation of results. The contracting authority may exercise an option for Phase 2, running from 15 February to 30 June 2027, for data collection and analysis, an interim report, a final report with recommendations and its presentation. Phase 2 requires at least two qualitative data-collection activities in person, such as focus groups or interviews. The fixed price is EUR 15,000 net for each phase; Phase 2 is optional. The price includes personnel, materials, travel and other costs. Offers are assessed on quality alone: methodological quality (55%), work, timetable and quality assurance plan (25%), and stakeholder involvement and fieldwork arrangements (20%). Offers scoring fewer than 3 points on the first criterion will not be considered. In-person meetings must take place in Treptow-Köpenick. Offers must be submitted electronically in German by 12:00 noon on 13 October 2026.
