Facilitation of electronic commerce - expert advisory services

Summary

The procurement is for expert advisory and technical support services to CEFTA parties to facilitate e-commerce and implement the decision on the facilitation of electronic commerce. The work focuses on geo-blocking, consumer protection in e-commerce, platform-to-business regulation and the Digital Services Act. It includes analysing legal and institutional frameworks, reviewing draft legislation and guidance and making recommendations, providing advice, delivering workshops, training and study visits, and preparing a final report. The assignment runs from 16 November 2026 to 31 December 2028 and provides for one expert for a total of 46 working days. Tenders must be submitted in English by 19 October 2026 at 13:00 Berlin time. A technical score of at least 500 points is required for the financial bid to be evaluated; the technical and financial bids are weighted 70% and 30%, respectively.
