Design and delivery of the “Immediate Activation” programme

Summary

The tender concerns the design and delivery of the Hochsauerlandkreis “Immediate Activation” programme in Meschede during 2027. The service combines support in accessing the labour market and vocational training, assessment and reduction of barriers to employment, and placement in insured employment or in-company vocational training. Support for obtaining vocational qualifications may also be provided where appropriate. The target group is employable SGB II benefit recipients seeking work or training; the programme must take account of the needs of, among others, people with a migration background, caregiving responsibilities, disabilities or health limitations. The provider must maintain 15 morning participant places in Meschede and be able to accommodate up to three additional participants if required. A participant’s standard referral period is eight weeks; an in-company trial period may last up to six weeks, extending the total period to a maximum of 14 weeks. Participants must attend for an average of at least three hours per day, and the provider must be reachable from 8:00 to 12:00. The target is successful integration into employment or vocational training for at least 15% of participants. Core activities include an initial individual interview, assessment of skills and barriers, media and digital skills, application support, development of key skills and health-related guidance. Offers must be submitted electronically by 27 October 2026 at 09:00. Late offers will not be considered, and bidders remain bound by their offers until 20 November 2026. The contract runs from 1 January to 31 December 2027, with an option for one extension of up to 12 months. The complete offer must include the price sheet, programme concept, staffing overview, evidence of expertise and references, details of the premises and computer equipment with a floor plan, provider approval and a data-protection declaration. Under the detailed tender documents, both concept quality and price are assessed; an offer must achieve at least 85% of the specified benchmark score. Alternative offers are not permitted.
