Study on Export Diversification and Structural Transformation of Cambodia
Summary
GIZ is procuring an analytical study of Cambodia’s export diversification and structural transformation potential. The work will assess the export potential and market-entry conditions for up to 20–25 priority products in the EU and ASEAN markets, including demand, standards, rules of origin, certification, sustainability requirements, competitiveness and production capacity. The contractor will benchmark the experience of four countries, provide an overview of services export potential, and develop a practical export diversification roadmap with policy and private-sector recommendations for Cambodia. The assignment also includes up to four field missions to Cambodia, up to three stakeholder workshops in Phnom Penh, and interim and final reports. The final report, policy brief and presentation are due six months after contract signature; the planned contract period is mid-November 2026 to 30 May 2027. The tender must be submitted in English by 21 October 2026 at 10:00 Berlin time. Required submissions include the eligibility self-declaration and annexes, a technical bid with a CV for every expert and a concept, and a financial bid in the prescribed format. The technical bid must score at least 500 points to proceed to financial evaluation; the technical and financial bids carry weightings of 70% and 30%, respectively. The bidder must offer a fixed lump sum covering the relevant costs and also state the underlying daily rate. The team must include a lead expert and two expert pools of 2–3 members each, meeting specified education, C1 English-language, professional-experience and regional-experience requirements.
