Canteen cash register system for the Paderborn District Administration

Summary

This procurement is for a replacement cash-register system and related software for the KOSTbar canteen operated by the Paderborn District Administration. The contractor must configure and launch a cloud-based solution, migrate existing data, and support point-of-sale transactions, billing, menu management, employee meal pre-orders and payments. The system must also cover inventory and recipe management, reporting, user permissions, interfaces and support, with replacement hardware supplied if necessary; existing Windows 10 hardware should be reused where possible. Every requirement marked mandatory in the technical specification must be met and substantiated with meaningful supporting materials. The bidder must provide at least two references from the last three years for comparable cash-register operation and support, the required qualification and register documents, and evidence of at least one ISO 27001 certification based on IT-Grundschutz. Data migration, training and readiness for operation must be planned so that the replacement system is implemented by 1 January 2027. The initial contract term is 36 months, with an option to extend for 12 months. Tenders are evaluated on price (70%) and quality (30%).
