Study on Good Practices and Lessons Learned in Local Supplier Programs for Critical Minerals Mining: An International Comparative Analysis
Summary
This tender seeks an international comparative study of good practices and lessons learned in local supplier programmes connected with critical-mineral mining. The work will analyse policies, instruments and initiatives that support local suppliers’ participation, development and growth in Latin America and the Caribbean, compare them with relevant experience in Europe, Australia and Canada, and develop recommendations for regional decision-makers, mining companies and local suppliers. The study must assess supplier types, instruments and implementing actors, outcomes, barriers, strength of evidence and transferability of lessons. The assignment runs from early November 2026 to 30 April 2027. Deliverables include an inception report with methodology and work plan by 29 November 2026, an interim report by 27 January 2027 and a final report by 30 April 2027. Brief monthly progress reports, a public version of the report, a presentation and a database of sources and interviews are also required. The interim report must cover at least three programmes in two countries and two different minerals, and include a structured interview database. The final report must include a comparative matrix, prioritised findings on enabling conditions and bottlenecks in the region, and practical recommendations for different target groups. The bidder must submit a technical bid, CVs for three key experts, a technical concept, a work and personnel assignment plan, a completed eligibility self-declaration with annexes, and a financial bid in the prescribed format. The bid must be submitted in English by 16 October 2026 at 14:00 Berlin time. The technical bid must score at least 500 points to proceed to financial evaluation; the technical and financial bids carry weights of 70% and 30%, respectively. The price must be a fixed lump sum, and the underlying daily rate must also be stated.
