Roof-mounted photovoltaic installation, operation and electricity supply agreement

Summary

The procurement is for a 20-year roof-use and electricity-supply contract. The contractor will install and operate rooftop photovoltaic systems on the green roofs of the primary school and sports hall in Schönwalde and supply the electricity generated to the Municipality of Wandlitz. Installed capacity must be at least 150 kWp for each building. If the sports hall roof cannot accommodate that capacity, the shortfall must be installed on the school roof but physically allocated to the sports hall. The installation must preserve the green roofs’ function and meet the support conditions for BNB and QNG certification. Electricity is to be used on site first; surplus not consumed at the time of generation is exported to the grid. No minimum purchase volume is guaranteed, and electricity can only be supplied when it is being generated and consumed at the same time. Estimated annual consumption is approximately 485 MWh for the school and 60 MWh for the sports hall. The contractor is responsible for design, permits, grid connection, installation, metering, billing, operation, maintenance, repairs, insurance and removal of the equipment at the end of the contract, and bears the associated costs. The maximum response time to detect a fault is 24 hours, and the maximum time to restore or repair the system is 72 hours; maintenance must be carried out at least once every two years. The offer must include the price sheet, required declarations, a technical data sheet, product description, construction and installation drawings or plans, a maintenance and service description with contact details and availability, and a description of the energy-monitoring system. Requirements include at least 150 kWp for each building, a forecast specific yield of at least 850 kWh/kWp, solar-cell efficiency of at least 16%, theoretical annual degradation of no more than 1%, and energy-monitoring data at intervals of no more than 15 minutes. Before construction, the contractor must provide evidence of liability insurance of at least EUR 30 million and a removal guarantee of EUR 50 per installed kWp. Price is the sole award criterion.
