Summary

The tender concerns the provision of general and emergency medical care at reception centres for asylum seekers in Bitburg, Hermeskeil and Speyer. A framework agreement of up to six years will be concluded with one service provider for each lot, with performance starting on 1 April 2027. The services include general medical care, first aid, examinations, vaccinations, medication management, referrals, health-record documentation and administrative tasks. The bidder must provide the required medical and administrative staff for the selected lot, replacement doctors, a crisis staffing plan, the required professional qualifications, German language skills at B2 level and a site visit. A compliant performance concept must be submitted; its quality accounts for up to 60% of the total score. The tender submission deadline is 15 September 2026.
