App licences for cognitive and language training in neurological conditions
Summary
The procurement covers licences for a cloud-hosted app for DAK-Gesundheit members who have cognitive or language impairments following neurological illness. The app must provide independent exercises for language, cognition, memory and attention, adapt to users’ health situations and changing performance, and encourage regular training. It must not provide medical advice. The service is intended for eligible insured persons aged 18 or over; DAK-Gesundheit will determine individual eligibility. The contract runs for at least 12 months and may be extended once for a further 12 months, up to a maximum of 24 months. The estimated volume is up to 1,000 active users per year, with no guaranteed order volume. Each activated user’s licence must remain valid for at least six months. Billing is based on registered users: 20% of the licence price is payable when access is activated and the remaining 80% when the user has completed 20% of the training programme. The lowest-priced compliant offer will be selected. The bidder must provide at least two qualifying comparable references, professional or business liability insurance meeting the required minimum amounts, and turnover information. The app’s evidence base and security and data-protection arrangements must be documented. The offer must include the required security and data-protection documents and three test accounts, or an equivalent testing method. The detailed reference thresholds and minimum insurance amounts must be checked in the tender documents. Offers must be submitted in German; alternative offers are not permitted.
