Framework agreement for external support to the Roads Department

Summary

The tender concerns external support for the City of Hasselt’s Roads Department in the design, supervision and delivery of road, infrastructure and sewerage works. It is a framework agreement with a maximum value of EUR 1,205,950.42 and a duration of 48 months, with one possible extension. The framework agreement will be awarded to one supplier. The bid must describe how the service will be organised and how personnel will be made available, including cover for illness or leave, support outside normal working hours and response times. The quality assessment will consider the proposed personnel’s relevant expertise and experience. Up to two employees may be proposed for each profile. Each CV must describe relevant or similar assignments from the last five years, including the person’s role, contract amounts and dates, supported by evidence prepared or approved by the client. CVs may be no longer than two A4 pages per person. The award criteria are service availability (15%), service quality (35%) and price (50%). Hourly charges are calculated from the time spent at the workplace. Prices must include all costs related to performance; additional costs will not be accepted. Commuting time and lunch breaks are not working time, and no travel allowance is payable for work-related journeys within Hasselt. A fixed security of EUR 5,000 is required. Bids must be submitted electronically by 9 November 2026 at 11:00 and remain valid for 120 days.
