The contract covers the organisation of out-of-school childcare in the municipality of Sint-Pieters-Leeuw: before-school and after-school care, Wednesday afternoon care, holiday care, and lunchtime care at schools in the municipality. The planned contract period is 1 September 2027 to 31 August 2036, with five possible extensions. As a required option, the contracting authority may decide, after awarding the main service, whether to order summer holiday care, depending on the available budget. Bids must include a service-delivery plan and describe, among other things, child registration, attendance records and reporting, staff records, collection of parental contributions, complaint handling, and invoicing. Reporting and invoicing schedules depend on the type of care; electronic invoicing through PEPPOL is required. A €5,000 security is required, and variants are not permitted. Bids will be evaluated on price (35%), service quality (55%), and administration and invoicing (10%). Price comparison is based on the estimated annual cost of the main service, excluding VAT. The summer-care option is excluded from the price score, and parental contributions are not deducted from the comparison price. The submission deadline is 12 October 2026 at 10:00. Bidders must provide the required bank statement, turnover information for the last three available financial years, and at least two qualifying references.
