Supply of police winter and summer uniforms, 2023 model

Summary

The procurement covers the supply of 2023-model winter and summer uniforms for Bulgarian Ministry of Interior police staff, divided into two lots. Lot 1 comprises 10,000 winter sets, each including a winter suit, a long-sleeved pullover and a winter hat. Lot 2 comprises 20,000 summer sets, each including a summer suit and a summer hat. Bidders may tender for up to two lots. For each lot, the compliant bid with the lowest total price excluding VAT wins. Bids must meet the relevant technical specification and include samples. Each contract runs for 24 months. The initial order will cover at least 60% of the total quantity, delivered in two batches within 180 and 270 days respectively. Ordering the remaining up to 40% is at the buyer’s discretion, with each such order due within 150 days. Contract performance is conditional on confirmation of funding, and the successful bidder must provide a performance guarantee equal to 10% of the contract value excluding VAT. Bidders must meet the applicable turnover and textile-garment experience thresholds and hold a valid EN ISO 9001:2015 or equivalent quality management certificate.
