Rare-language translation services for Lithuanian courts
Summary
The procurement covers rare-language translation and interpretation services for Lithuanian courts in two lots: Lot I for the Regional Administrative Court and Lot II for the Vilnius Regional District Court. A bidder may tender for one or both lots but must cover the full scope of each lot bid for. Services include translating documents from Lithuanian into the listed foreign languages and back, including editing, and providing consecutive interpretation at court hearings, meetings and, where needed, remotely. The language range includes, among others, Sorani, Badini and Kurmanji Kurdish, Tajik, Pashto, Dari, Urdu, Persian, Sinhala, Somali, Hindi, Tamil, Bengali, Azerbaijani, Uzbek, Nepali and Hebrew; Lot II also includes languages such as Vietnamese, Manding, Kazakh, Igbo, Punjabi, Yoruba, Soninke, Lingala, Chechen, Ewe, Amharic, Tigrinya, Bambara, Swahili, Turkmen and Kyrgyz. The estimated maximum value for services in each lot is EUR 40,000 including VAT. Payment is based on fixed unit rates for services actually delivered, and the courts are not committed to purchasing a minimum volume. Tender documents set separate maximum unit rates for each language and service type; exceeding an applicable ceiling makes the offer unacceptable for that lot. Price is the sole award criterion. This is a green procurement. For each lot bid for, the bidder must demonstrate properly delivered translation services worth at least EUR 23,000 excluding VAT during the previous three years, or since registration if it has operated for less than three years. The bidder must submit a completed European Single Procurement Document (ESPD), and the offer must remain valid for at least 90 calendar days. Each principal contract runs for one year and may be extended twice by one year, up to a total of three years.
