Fuel supply by fuel card for the vehicle fleet

Summary

The tender concerns the supply of diesel and petrol using fuel cards for the vehicle fleet of the Bucharest Streets Administration. A 24-month framework agreement will be concluded with one supplier. The framework agreement covers a minimum of 108,000 and a maximum of 300,000 litres, with an estimated total value of RON 1,012,860–2,805,000 excluding VAT. The largest call-off contract covers 54,000–150,000 litres and is valued at RON 506,430–1,402,500 excluding VAT. The bidder must demonstrate valid registration, relevant supply references worth at least RON 1,400,000 in the previous three years, and a management system compliant with ISO 9001 and ISO 14001 or equivalent. Initial information is submitted in the European Single Procurement Document; supporting evidence is generally requested from the highest-ranked bidder. Price accounts for 90% of the evaluation score and the payment term for 10%. The payment term must be at least 30 days; 60 days earns the maximum score, and longer terms receive no additional points.
