Campaign to promote respectful political debate and prevent harassment of politicians
Summary
The procurement is for the development and delivery of a nationwide campaign to promote more respectful political debate and prevent harassment of elected politicians. The campaign must improve public understanding of the democratic consequences of harassment and encourage people to respond when they encounter harassment or a hostile tone. The work includes developing the strategy, creative concept, messages, visual identity, media plan and campaign materials, as well as producing, placing and running the campaign. It must be developed with the contracting authorities, informed by research and audience insights. The work also includes testing key campaign elements, ongoing quality assurance and recommendations for achieving impact and sustaining the campaign over several years. The contract budget is DKK 2,500,000 excluding VAT, and the price is fixed; competition is solely on quality. The award criteria are campaign strategy (45%), process, collaboration and timetable (20%), budget allocation and financial management (10%), and team and key personnel (25%). The planned contract duration is 36 months. This is a restricted procedure: applicants first submit an electronic request to participate, and up to five are invited to tender. Applicants must demonstrate annual turnover of at least DKK 5 million in each of the three most recent financial years, a solvency ratio of at least 15% in the latest financial statements, and up to three comparable service references from the previous three years. At least one reference must concern communication intended to influence attitudes or behaviour. The application must include the European Single Procurement Document. Applicants relying on other entities’ capacity must submit separate procurement documents for those entities and an undertaking accepting joint and several liability for contract performance.
