Supply of printed books for the ULiège Library – Lots 3 and 4

Summary

ULiège Library is procuring printed books from all publishers and across all subject areas in two lots: Lot 3 covers books in Dutch and Lot 4 covers books in German. Deliveries are to the university’s sites in Sart-Tilman, central Liège, Gembloux and Arlon. The framework agreement has an initial term of 12 months and may be expressly renewed three times for one year each. Its total maximum value is EUR 215,000: EUR 40,000 for Lot 3 and EUR 175,000 for Lot 4. Bidders may tender for up to two lots, and one supplier will be appointed for each lot. Bidders must submit the ESPD and a list of deliveries completed during the preceding three years, giving the reference, date, value and recipient. At least one similar reference is required: for Lot 3, delivery of printed books in Dutch to the same customer with an annual value of at least EUR 3,500 excluding VAT; for Lot 4, delivery of printed books in German to the same customer with an annual value of at least EUR 10,000 excluding VAT. Bidders established outside Belgium must provide evidence that their social security contributions, taxes and VAT are paid up to date. The bid must include an explanatory note of no more than 10 pages covering order tracking, tools offered to customers, order automation and additional services, clearly separated and presented in that order. Omitting the note makes the bid irregular. Evaluation covers economic terms (50 points), delivery and customer-response times (15 points), and service quality (35 points). Bids must be submitted electronically by 3 November 2026 at 11:00.
