Postal services for correspondence distribution

Summary

Postal services are being procured to dispatch the contracting authority’s routine correspondence in 2027–2028. The service covers domestic and international delivery, with acknowledgment of receipt, of correspondence and documents sent to institutions, third parties, taxpayers and other recipients. A two-year framework agreement will be concluded with one provider, with a maximum value of RON 214,726; services will be ordered as needed through subsequent contracts. Tenders will be evaluated on price (60 points), delivery time for domestic correspondence (25), time to return acknowledgments of receipt and returned envelopes (10), and the number of locations served through the provider’s own network (5). Tenders must be submitted electronically through SEAP. The submission deadline is 3 November 2026 at 15:00. Tenderers must demonstrate the legal right to provide postal services, the required turnover and relevant experience, and compliance with quality and information-security management requirements.
