Delivery and implementation of electronic signature and archiving systems

Summary

The procurement has two lots: (1) delivery, implementation, integration and maintenance of an electronic signature system; and (2) delivery, implementation, configuration and maintenance of an electronic document archiving system. The estimated values are EUR 400,000 and EUR 300,000 respectively, with durations of 64 and 74 months. Bidders may submit an offer for and win both lots. Offers must be submitted electronically by 3 November 2026. The successful offer will be selected by balancing price and technical performance: the financial proposal carries up to 40 points and the technical solution up to 60 points. Bidders must demonstrate relevant previous experience, at least two specialists certified for the relevant system, and a quality management system compliant with EN ISO 9001:2015 or an equivalent standard. No bid guarantee is required; the performance guarantee is 5% of the contract value excluding VAT.
