Support, maintenance and development services for the risk management and network activity monitoring system

Summary

The procurement covers an extension of the software-use rights, manufacturer warranty and support for the State Health Insurance Fund’s Cisco Secure Network Analytics (formerly StealthWatch) risk-management and network-activity monitoring system, together with system support and development. The initial service period is 12 months, from 16 November 2026 to 15 November 2027. The contract may be extended twice for 12 months each, for a total period of up to 36 months. The supplier must provide the software-use rights, manufacturer warranty and support, and system maintenance and development services. The procurement includes 10,000 flow-rate licences, one virtual flow collector, a warranty extension for one flow sensor, one management console, one threat-intelligence licence and support for 30 virtual flow sensors. Ongoing basic support is capped at 13 hours per month, up to 156 hours per year or 468 hours over 36 months. The estimated volume of on-demand development is 288 hours, paid at the hourly rate quoted in the tender for actual working time agreed with the contracting authority. The bidder must be Cisco or a Cisco-authorised sales and service partner and prove this with a manufacturer-issued document. Qualification requires at least one properly completed or ongoing relevant software or information-system support or development contract during the preceding three years, with relevant services worth at least EUR 120,000 excluding VAT. The team must include a project manager with at least three years’ experience managing information-system development, maintenance or modernisation projects, and an information systems specialist with at least one year of experience installing or supporting Cisco Secure Network Analytics. The bidder must also submit national-security declarations and evidence of the experts’ qualifications and experience.
