Military infrastructure project preparation and cadastral data services

Summary

The procurement has three lots covering the preparation of military infrastructure projects and determination of land cadastral data in the Šalčininkai, Švenčionys and Kaunas areas. In Šalčininkai, the contractor must form a state-owned plot of approximately 36 hectares, merge it with an existing 22.5986-hectare plot to create a combined plot of approximately 59 hectares, and prepare cadastral files. In Švenčionys, the contractor must change the designated purpose and use of a 444.9434-hectare plot to defence use and update its cadastral data. In Kaunas, the contractor must change the designated purpose and use of a 251.8357-hectare plot to defence use, establish a road easement and prepare cadastral files. The work must comply with applicable legislation, obtain the required approvals and, where necessary, be coordinated with neighbouring landowners. The contractor must deliver the required printed and digital documents. Project preparation is generally due within three months; for the second project in the Šalčininkai lot, the deadline is two months after the first plot is registered in the buyer’s name. Cadastral files are due within three months after approval of the relevant project. These periods may be extended by one month. The bid price must include all costs necessary to provide the services, with no additional charges. Payment for properly completed and approved documents is due within 30 working days after delivery of the documents and invoice. Bidders must demonstrate relevant experience from the previous three years and provide the required specialists for each lot. Minimum values for previous services are €8,791 for Lot I, €66,308 for Lot II and €37,400 for Lot III, excluding VAT; the values are combined when bidding for all lots. Bidders must provide experience evidence and specialist details, and declare compliance with national security and sanctions requirements.
