Framework agreement for supplying vehicle fuels through fuel cards

Summary

The City of Ghent is procuring a framework agreement for the supply of vehicle fuels via fuel cards for the period from 1 October 2027 to 30 September 2033. The procurement is divided into two lots: Lot 1 covers unleaded petrol, diesel and related fuels; Lot 2 covers CNG and related fuels. The total framework ceiling is EUR 8,478,661.60: EUR 7,921,226.89 for Lot 1 and EUR 557,434.71 for Lot 2. Bidders must meet the minimum annual turnover requirement of EUR 5,000,000; for Lot 1, they must also demonstrate eligibility through five qualifying fuel-card supply references. A fixed performance security is required for each lot. Lot 1 is evaluated on the fuel discount (90%) and the quality of additional services (10%). Bidders must score at least 5 out of 10 on the quality criterion, or their tenders will be considered non-compliant. For Lot 2, the fuel discount is the sole award criterion. A bidder may participate in and be awarded both lots. Electronic invoicing is required, and the submission deadline is 30 October 2026 at 10:00.
