Framework agreement for graphic design services specialising in research and science

Summary

VITO is procuring, under a framework agreement, graphic design services specialising in research and science to support its external communications teams. Assignments will be ordered as needed, and the framework agreement has a maximum value of EUR 400,000. The planned term runs from 1 November 2026 to 31 October 2030 and includes three possible extensions; the agreement will be awarded to one service provider. The tenderer must demonstrate financial capacity with a Coface score of at least 6, or a score of 5 accompanied by a Credit Opinion for an amount greater than EUR 0. The tenderer must also submit at least three references for comparable assignments completed during the last three years, each no longer than one page. The offer must include the proposed graphic designer’s CV, an approach plan of no more than 10 pages and a portfolio of up to 10 relevant examples. Quality assessment takes account of at least 10 years of relevant experience, a relevant master’s degree or equivalent experience, the quality of the work and readiness to deliver assignments within a reasonable time. The award criteria are price (40%) and quality (60%). The price must be given as an hourly rate including expenses but excluding VAT. Electronic invoicing is required.
