Integrated digital services platform solution for the National Anti-Doping Agency

Summary

The contract covers the design, development, supply and commissioning of an integrated digital public services platform for Romania’s National Anti-Doping Agency. The solution includes connected software modules, a public portal, an electronic registry and mobile application, document and workflow management, a Romanian-language artificial intelligence solution including a chatbot, and data migration and integration with other systems. The work also includes supplying and installing hardware and software licences, configuring a private or government cloud, cybersecurity and managed MDR/SOC services, testing, training, and post-implementation support and maintenance. Bidders must demonstrate average annual turnover and relevant experience under at least five contracts that collectively cover an integrated public-sector information system, a cloud application hosted in a private or government cloud, and an operational AI solution supporting Romanian. An ISO 9001 certificate or equivalent quality evidence and registration covering the relevant services are also required. The tender must describe the technical solution, name the key experts and include the required evidence. Price accounts for 30% of the evaluation; the remaining points are awarded for expert experience, the technical proposal, and the warranty periods for software, hardware and cybersecurity.
