Internet and data transmission services with network equipment

Summary

The tender covers internet and data transmission services, together with routing and other network equipment, to connect the central data centre and regional units of Valstybinių miškų urėdija. The work includes installing and commissioning connections, configuring equipment, and continuously maintaining, monitoring and securing the network and resolving faults. Services will be ordered as needed for up to 36 months; including the payment period, the contract may last up to 37 months. The maximum initial contract value is EUR 354,000 excluding VAT, and the buyer does not undertake to purchase all estimated quantities used for pricing. The procurement is not divided into lots, and price is the sole award criterion. The planned connections comprise one central Type A connection, 30 regional Type B connections, approximately 160 Type C connections and 20 Type D connections; quantities and site addresses may change during contract performance. The technical specification gives estimated quantities for Types C and D, while the offer price schedule separately sets out the quantities used to price Type C services. Type B connections generally require 100/100 Mbps or, at selected sites, 200/200 Mbps with a backup connection; Type C requires 20–100 Mbps and Type D 10/10 Mbps. The central Type A connection requires at least 10 Gbps. The central connection must use two physically separate routes and redundant equipment. Service availability must be at least 99.7%, with packet loss no greater than 0.1%; requirements also cover backup connections, response and fault-repair times, and cybersecurity. Installation must generally be completed and service activated within 90 calendar days of the contract taking effect and no later than 8 March 2027, subject to the tender documents’ provisions concerning expiry of the previous contract or a written service order. The bidder must submit a compliant technical offer, precise equipment models and supporting technical evidence, an environmental compliance declaration, and declarations concerning national security and applicable restrictions. Qualification requires relevant previous contract experience and at least two network specialists with the specified qualifications. The offer must be submitted electronically in Lithuanian.
