Selection of artificial intelligence gigafactory consortia and establishment of AI gigafactories

Summary

The procurement will select consortia to establish and operate artificial intelligence gigafactories and provide the contracting authorities with access time to AI computing capacity. The facilities are intended to support the development and large-scale use of AI models and must include AI-optimised computing capacity, data-centre infrastructure, storage, networking, secure cloud environments and specialised support services. The procurement has two lots. Lot 1 seeks up to four consortia for medium-scale gigafactories, with an estimated value of EUR 4 billion; Lot 2 seeks up to three consortia for large-scale gigafactories, with an estimated value of EUR 6 billion. Separate framework contracts will be concluded with the selected consortia, followed by specific contracts for purchasing computing access time. The planned duration is 78 months, including an initial setup phase of up to 18 months and a subsequent five-year operational period. Bids must be submitted electronically by 3 December 2026 at 17:00. A tenderer may bid for and be awarded no more than two lots. Detailed qualification and compliance requirements must be checked in the tender documents. Foreign financial contribution declaration requirements apply when the relevant lot value reaches at least EUR 125 million.
