Design and construction of the northern section of the Bucharest ring road

Summary

The contract covers preparation of the technical design and execution of works on the northern section of the Bucharest ring road (km 0+000–52+770), including provision of all traffic movements at the DN7–A0 interchange. The works are located in the Bucharest and Ilfov area. The estimated contract value is RON 41,037,682; the authority may also procure similar works or services for up to RON 5,352,741 excluding VAT. The contract lasts at least 67 months: 2 months for design, 5 months for construction and a minimum 60-month warranty. Depending on the offered warranty period, the total term may be up to 127 months. Award of the contract is conditional on funding being obtained or approved. Tenderers must demonstrate annual turnover of at least RON 10 million in each of 2023, 2024 and 2025, as well as relevant design and construction experience from the preceding five years. The minimum experience is RON 500,000 in design services across no more than two contracts and RON 25 million in construction works across no more than three contracts. Tenderers must have access to the required construction equipment, and the entities carrying out the works must have ISO 9001 and ISO 14001 or equivalent management systems. Bids must be submitted electronically. The evaluation awards 40 points for price, 12 for the works warranty period, 15 for the project manager’s experience, 15 for the road design engineer’s experience and 18 for the contract delivery methodology.
