Summary

The procurement covers professional beauty products and small equipment in seven lots: manicure, pedicure and nail care; basic face and body care products; professional face and body treatments; specialist products based on vegetable oils, essential oils and distillates; skin and themed makeup; hair removal products; and false eyelashes and eyelash treatments. The framework agreement has a total maximum value of €375,700 and a term of 48 months. The participating institutions are located in Hainaut Province. Training courses required by the tender documents must be delivered at six named educational institutions, and the list of institutions may be expanded during the contract. The deadline for electronic submission is 3 November 2026 at 10:00. Bidders must provide at least three records of relevant deliveries made to different recipients during the previous three years and meet the value threshold for each lot bid for. Evaluation takes account of price, delivery time, delivery charges, and services or benefits; the range of organic products is also assessed for Lot 3. No delivery charge may be made for orders over €125 including VAT. For orders between €50 and €125, bidders must state a single fixed delivery charge per order. Orders below €50 are not accepted, and no other minimum order value may be imposed.
